2006年11月1日，上海。上海市建设工程咨询行业协会、同济大学建设管理与房地产系和RICS特许测量师学会联合创办SCCA-TONGJI-RICS学习中心(SCCA-TONGJI- RICS Learning Center)。

学习中心的成立使整合并充分利用RICS与上海市建设工程咨询行业协会及同济大学的资源优势成为可能，学习中心将以高起点、高层次，国际化与本地化互动、适用性与服务性互补为原则。合作三方将共同搭建具有国际一流水准和影响力的，集学术研究、咨询和国际化专业人才培养为一体的平台，建立长期战略伙伴关系，为各专业人士提供专业发展服务；同时，进一步扩大RICS特许测量师学会在中国的影响力，提高上海市建设工程咨询行业协会和同济大学建设管理与房地产系的国际知名度，并共同提升三方行业服务水平。

学习中心服务内容：
1、提供最新权威案例的学习资料、 前沿讲座、国际交流机会；并征集会员实践案例、研究成果和工作实践报告等高水平稿件，提供互动交流平台；
2、提供国内相关专业人士RICS特许测量师学会入会咨询和专业化辅导；
3、提供RICS特许测量师学会会员继续教育全套解决方案，包括专业技能培训、学术前沿讲座、案例实践研究、国际交流通道；
4、充分发挥行业协会、同济大学学术、科研和国际交流广泛的资源优势，为RICS特许测量师学会会员提供高水平的学习课程、案例研究、学术交流机会；
5、提供国内RICS特许测量师学会会员交纳会费等相关费用渠道，帮助RICS特许测量师学会会员获得相关的学会资源等。

英国特许测量师学会
1868年，英国特许测量师学会(RICS)于英国成立。迄今为止，英国特许测量师学会(RICS)拥有13万多会员分布在全球120多个国家；拥有400多个RICS认可的相关大学学位专业课程，每年发表超过500多份研究及公共政策评论报告，向会员提供覆盖全专业领域和相关行业的最新发展趋势。RICS是为全球广泛、一致认可的专业性学会，其专业领域涵盖了土地、物业、建造及环境等17个不同的行业。2004年，RICS在上海正式成立办事处为RICS会员提供服务。经过多年的发展，现有400多名中国RICS会员活跃在各自的行业中。

上海市建设工程咨询行业协会
2004年，上海市建设工程咨询行业协会(SCCA)由原上海市建设监理协会和上海市建设工程造价协会及上海建设工程招投标联络网合并成立。协会现有405家企业会员，涵盖上海建设工程咨询行业90％以上企业。协会以服务会员为宗旨，通过“一刊”《上海建设工程咨询》“一网”上海建设工程咨询网及时向会员传达政策法规、国内外行业动态、专业培训等全方位信息。

同济大学建设管理与房地产系
1998年，同济大学建设管理与房地产系成立。现有博导13人、教师28人，系部秉承同济大学“科学研究 服务社会”的办学功能定位，努力强化学科研究的社会服务功能，竭力实现学科功能中心化。近年来，除承接大量国家级课题研究以外，还为国内有重大影响项目的业主方提供科研和咨询服务。建设管理与房地产系还为国家及上海各级政府管理部门提供决策支持和培训，努力促进教学科研与实践的互动与整合，实现产、学、研的和谐发展。

SCCA-TONGJI-RICS Learning Center Introduction

　　1st November 2006, Shanghai. Shanghai Construction Consultants Association (SCCA), Department of Construction Management and Real Estate of Tongji University (TONGJI CM&RE) and Royal Institution of Chartered Surveyors (RICS), which have agreed to build SCCA-TONGJI-RICS Learning Center.

The Learning Center is built to meet the demands of conforming with international norms arising from China’s WTO accession, consolidate and make full use of the resources of RICS, SCCA and TONGJI CM&RE, which features high starting point, high level, combination of internationalization and localization, complementarities of applicability and serviceability. The parties work together to build the platform of international influences, which integrates academic research, consultancy and internationalized professional training and serves for the long-term strategic partnership. Meanwhile, the Learning Center aims to expand RICS influence in China, promote the reputation of SCCA and TONGJI CM&RE overseas and RICS reputation in China, and upgrade the service level of the three parties.

Learning Center’s Work Content:
Provide learning resources with renewed cases, state-of-the-art lectures and opportunities of international communication; Provide a platform for interactive communication by pooling premium papers from the members, like case study, research findings and practice report, etc.;
Provide consulting service on how to join RICS and professional training;
Provide RICS members with full solution to continuing education, including professional skill training, academic frontier lectures, case study research and channels for international exchanges;
Give to full play the resource advantages in academic study, science and technology research and extensive international exchanges of the industrial association and TongJi University; provide advanced courses, case study, and academic exchange opportunities for RICS members;
Assist RICS members to pay member fee and other related charges and support them to access related RICS resources.

RICS
1868, Royal Institute of Chartered Surveys (RICS) was established in London. Up to now, RICS has over 130000 members across 120 countries worldwide; 400 degree level courses approved worldwide; 500 research and policy papers published per year. RICS provides members latest developing trends of all professional fields and related faculties. RICS is one of the most respected and high profile global ‘standards and membership’ organizations for professionals involved in 17 faculties including land, valuation, real estate, construction and environmental issues. 2004, RICS built Shanghai office in order to provide services to members. Over several year’s development, in China, RICS has over 400 members.

SCCA
2004, According to the principle of the government, SCCA (Shanghai Construction Consultants Trade Association) is constituted with the combination of the original Shanghai Construction Supervision Association and the original Shanghai Construction Cost Association and the expansion of Shanghai Construction Tendering Network. SCCA now has 405 company members which covers over 90% of the whole industry. SCCA’s aim is to serve the members right. The journal ‘Shanghai Construction Consultants’ and the website ‘www.scca.sh.cn’ provide members the related law and regulations, information and technology communications both inside and outside China, professional trainings, etc.

TONGJI CM&RE
1998, the department follows Tongji University’s schooling function strategy of ‘Research Scientifically and Serve the Society’ and tries to realize faculty centralizations. In recent years, the department not only undertakes huge amount of national-class researches but also provides scientific research and consultants services to many important projects. The department also provides professional suggestions on decision-making and trainings to national and Shanghai governments, makes efforts to combine teaching and practice in order to realize harmonious development among practice, schooling and research.
